The cooperative learning structures developed by Spencer Kagan have been at the heart of most of the staff development programs with which I have been involved over the past ten years. As a former staff development director, building principal, and school superintendent, the structural approach has been the optimal solution to both effective classroom instruction and professional growth across a broad range of curricular areas, learning situations, and grade levels.
